Hej!

Jag är, som många andra människor, oroad över den ökande halten av CO2 i atmosfären och växthuseffekten.
Härom veckan fick jag en idé i ämnet och vill härmed vidarebefordra den till Dig såsom varande president över USA, som förutom att vara en av jordens mäktigaste nationer också är en av dem som släpper ut mest CO2 här i världen. Att Du inte har ratificerat Kyotoprotokollet är också en anledning.
Min idé är att varje människa på denna planet ska få viss en kvot av CO2 att släppa ut i atmosfären per år. Givetvis finns det vissa människor som behöver få extra tilldelning av utsläppskvot, såsom: jordbrukare, fysiskt handikappade och statsöverhuvuden. Utvecklingsländerna kan också behöva särbehandling i denna fråga.
Utsläppskvoterna skulle kunna administreras av en särskild kommission som underställs FN och naturligtvis ska vi ta den modärna tekniken till vår hjälp. Jag föreslår ett kort som kan avläsas elektroniskt och har gjort en modell på hur det skulle kunna se ut i Ditt fall. När man handlar något som genererar CO2 så lämnar man fram sitt kort och får köpet registrerat och den teoretiska CO2 mängden tas bort från kvoten. När kortet är tomt får man vackert vänta till nästa år om man vill göra av med mer CO2 eller kanske låna kvot av någon annan.
Som Du ser tycker jag att presidenter ska få en extra tilldelning på ett helt ton CO2 utöver det genomsnittliga 3 ton, som alltså är ett ton mindre än den genomsnittliga utsläppsmängden per capita i världen i dag: 4 ton (2007).
Om Du tycker att idéen är bra och vill införa den i Ditt land blir jag glad och önskar Dig lycka till. Jag tror det är bäst att börja med ganska hög kvot, annars kan folk bli arga och inte känna sig motiverade att följa de nya påbuden. Sedan kan Du sänka kvoten successivt så att det kan börja hända positiva saker i atmosfären. Om folk bara får vänja sig lite successivt brukar det gå bättre med förändringar - ja Du vet ju hur dom är! Om Du och Ditt land går före i denna fråga tror jag att många kommer att följa efter.

I am, as many other persons, worried about the rising amount of CO2 in the atmosphere and the greenhouse effect.
The other week I got an idea on the subject and I hereby want to pass it on to You as being the president of the United States of America, which besides of being one of the most powerful nations also is one of them that produces the most CO2 per capita in the world. The fact that You haven’t ratified the Kyoto agreement is also a reason that I write to You.
My idea is that every person on this planet should have a certain quota of CO2 to emit to the atmosphere a year. Of course there are certain persons that needs to have extra allotment of emission quota, like: farmers, physically disabled, prime ministers and presidents. Developing countries might also need special treatment on this issue.
The quotes of emission could be administrated by a special department directly under the UN and of course we shall use the modern technology. I suggest a card that can be read electronically and have made a model of how it could appear in Your case. When You buy something that generates CO2, You just hand over Your card and the purchase is being registered and the theoretical amount of CO2 is taken away from Your quota. When the card is empty You have to patiently wait until the next year if You want to spend more CO2 or maybe borrow quota from somebody else.
As You see, I think that presidents should have an extra allotment, of an entire ton of CO2 a year, in addition to the average amount of 3 tons, which is one ton less than the average amount of emission per capita in the world today: 4 tons (2007).
If You think that the idea is good and want to introduce it in Your country, I will be happy and wish You good luck.
I think that it is best to start with a fairly high quota, otherwise people might get angry and not motivated to comply with the new order. After a while You can gradually lower the quota so that it will have a positive effect on the atmosphere. If people can get accustomed to changes little by little it is often more successful – well You know how they are! If You and your country take the lead on this issue I am sure that many will follow.
